Intermittent mic and camera permission popup on Ventura Safari despite allow all permissions

I am doing automation testing on Safari and I have noticed that even though I have allowed mic and camera permissions for all websites, it intermittently gives me popup stating missing camera and mic permissions. It works fine on Sonoma and Sequoia though.
