macOS upgrade stuck in loop asking for Apple ID and parental approval on iMac

I’m trying to get a newer version of macOS installed on my iMac. It supports it natively. Whenever I download it it makes me type in my Apple ID password. I type it in sometimes it asks for it again and needs a verification code at the end. After that is done it says there is an error with the App Store and I click ok and then it asks for parent approval. I click ask and it says parent has been asked and I click ok. After I get approval I click get and makes me go through this whole process again. I’m on os 10.9.5.

Hand this Mac to the IT group (parents) to upgrade. Or to disable parental controls, as those controls are ineffective at best against a determined youngster with an allowance-scale budget. Well, ineffective is probably too strong a word. Parental controls do teach the kids more about their parents and educators than those groups might prefer, or might even realize.
