Why does Siri need my location to show me a map of a random state?
It's a bit intrusive that Siri needs my location when I ask it to show me a map of Virginia. What's up?

Siri needs your location to make sure the map experience is as relevant and accurate as possible. Even when you're asking about a specific place, knowing where you are helps Siri provide directions, nearby spots, or better context around your request. It’s not about tracking you, it’s more about offering helpful, tailored info.
I feel you though, it can be annoying at times. I previously had location turned off on Siri for testing, and would literally tell Siri the locations of things I’m looking for (ex: ice cream shops in City, State) and Siri would respond saying I don’t know where you are.
You can always adjust location settings if you want a bit more control over it.
