Deleting Email in Mail App Without Deleting It In Outlook

You don't. You're using an IMAP account, what you do on one device reflects on the the other.

You should probably try logging out of and removing/disabling any accounts on the Mail app, then try deleting an email in the Mail app and see what happens.
