Which of the two applications you get depends on which version of macOS you are running. There was never an option to upgrade to Music on High Sierra.
You may be able to upgrade macOS on that MacBook Air. How far would depend upon the hardware model year (from > About This Mac). Note that Catalina and later break 32-bit applications.
So now I guess I have no choice since the iTunes app can't connect to IOS 18 on my phone. It asks if I want to upgrade when I connect the phone, but when I accept the download, it can't be installed "because of a network problem."
High Sierra is theoretically enough to manage an iPhone 16 running iOS 18.

Syncing to a Mac or PC requires:
- macOS Catalina 10.15 or later using the Finder
- macOS High Sierra 10.13 through macOS Mojave 10.14.6 using iTunes 12.8 or later
- Windows 10 or later using iTunes 12.12.10 or later (free download from apple.com/itunes/download)

I say theoretically because people in these forums have, for some time, reported mixed experiences with using High Sierra to manage iPhones running iOS 17 and 18.

I can't think of any other way to bulk-load audio onto my phone other than iTunes. Are there any other apps that work for those of us who can't sync any more?
There is a third-party application called iMazing whose vendors claim it allows for iPhone management, and that it will run on El Capitan and later. I don't know how well it works, one way or the other.
