Cannot convert English text to Chinese using Page app services. I can translate English to Chinese within same app. I've tried everything: system settings, Page settings

What "services" are you referring to? Note that the service called "convert text to Simplified Chinese" is not for translating languages, it is only for moving between traditional and simplified Chinese.
If you can translate English to Chinese, can't you just copy/paste or replace the result into your Pages doc?
