Just another reason that I dislike IOS…
When I open a picture on my ipad… the picture “ emulates” motion for a millisecond… I don’t want that… I didn’t ask for that…
HOW…DO…I…STOP…THAT “ motion emulation”

It's not clear: are you in the Photos app when this happens? Mine doesn't do that. Have you tried Accessibility>Motion>Auto-Play and turned them off? Since I don't see this motion, I can't test the setting.
If you're doing something else, it would be more helpful if you could be specific.
You didn't say what OS, called iPadOS, version that you're using. I'm on iPadOS 18.5.
