Erase failed while reinstalling macOS X El Capitan

When attempting to reinstall OS El Capitan so that I can donate it to a charity, I opened the computer with command R, I click on erase and then it says erase hass failed. Now what?

The charity recipient would be very happy if you made a latest supported bootable macOS installer USB thumb drive for that Mac model.


And donated also that thumb drive with the Mac erased, and re-installed so it boots to the factory settings ready for the recipient to enter his/her personal info.
