In private browsing, Safari uses an iCloud Private Relay exit node even though 'Private Relay' is turned off

When I enable private browsing mode in Safari on macOS 15.5 or iOS 18.5, Safari uses an "iCloud Private Relay" exit node even though I have not enabled the "Private Relay" feature. Why is this happening? This is not the case when using the standard mode in Safari or with Firefox.
