How to save memories as videos when export options are missing on iPhone 14 Pro Max?

Hello,

Iphone 14 Pro Max, iOS 18.5.

All my memories in Photos has only 4 options in its menu:

• Add/Remove to/from Favourite Memories
• Feature Less
• Delete Memory
• Pin

When I'm inside the memory, three dots and sound buttons are not clickable.

I cannot share memories.

My goal is to export some memories to videos.

Additional info: some time ago I changed country in iCloud settings.
