I call up the ECG app on the watch and see the pixelated flowing heart but nothing happens when I touch the crown to take an ECG 30 second reading. I have cleaned the watch sensor face and the crown surface.
Did you already try to force restart your Apple Watch?
To force restart your watch, press and hold the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again.
If this does not work, unpairing the watch would be the next step:
Yes, you have ruled out a software issue by setting it back to factory settings, so it seems to be hardware related.

But, looking at the price for a replacement, I would buy a newer Apple Watch.

By the way, to restart my series 6 I press and hold the side button, not the Digital Crown, then tap the power symbol on the upper right corner, then slide to power off. Just wanted to share in case others are viewing this thread.
A force restart, which can cure some glitches, is not a normal restart:

Thanks so much for setting me straight. Missed the side button portion of your instructions. Unfortunately, it did not help nor did a full factory reset nor enabling and disabling assistive touch as some have suggested. Perhaps it’s time for a trip to the Apple Store or an upgrade.
