Transferring tunes from one unchargeable iPod shuffle to another

I have two Shuffles - one I can no longer recharge. Can I transfer the tunes on that shuffle to my other shuffle?

Apple never designed things so that you could transfer music off an iPod shuffle – just to it.

Even if they had, if one of those iPod shuffles is dead, I don't see how you'd expect to be able to retrieve anything from it. Presumably you loaded it from a computer's iTunes or Music library in the first place, so the place to look for the songs would be in that iTunes or Music library (or its successor).
