The fitness rings do not update when cycling outdoors. Apple watch and Iphone with latest updates and all settings are correct.

Did you already try to force restart your iPhone and Apple Watch?
Force restart iPhone - Apple Support
To force restart your watch, press and hold the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again.
Did you use the default Apple Outdoor Cycling App?
Can you see your workout data in the Health App on your iPhone?
Restarting the apple watch did the trick. Thanks.
