If the storage on your iPhone is getting low, did you already check the recommendations given in Settings/General/iPhone Storage?
If you are using iCloud Photos, you can first copy photos from iCloud to your computer and then safely delete the photos from your iPhone, which will also delete them form iCloud and other connected devices.
