Notes disappearing after reset and restore on iPhone 15+ with iOS 18.5

My notes suddenly disappeared. I did a reset of my iphone 15+. Then a restore. My phone showed 91 notes. Before I could open a note, all notes disappeared. Not in trash, just gone. Restarted phone, no notes. Did another reset & restore. 91 notes showed in the notes folder. Then before my eyes, notes disappeared. Called Apple, they said nothing will work to restore them. But I saw them. They are in my backup on icloud. Anyone have any suggestions how to fix this mess?
