My icloud storage is full; I am going to move a ton of videos to another backup to get space. In the meantime, I get texts on my iPhone which don't show up on my mac, and vice versa. Is this a storage issue? I've checked all the settings suggested for syncing.

Messages are synced using iCloud. If you’re out of space, sync will not function.
You need to know that a full iCloud storage could cause all sorts of problems. It may even become impossible to delete items, because iCloud needs the room to move files around. I wouldn't try doing big deletions at first.
Another option is to get more iCloud storage space for a month-- it just costs a couple of bucks for one month. Then you'd have the room to work, and you can go back next month.
