Unable to download photos/videos from library or view in full quality

I recently bought a new iPhone and transferred data directly from my old iPhone, not via icloud backup. At the time I had ran out of icloud storage so i thought this would be the best way, and would be able to resolve the icloud storage on the new phone once transferred. I am now left with my complete photo library unable to be downloaded/viewed in full resolution. At the time i did not realise this, so erased the old iPhone and restored it to factory settings. Is there any way to resolve this? I have checked iCloud account online and despite years of back ups there are no photos to be seen there either? Any advice would he much appreciated!
