Family Passwords shows up on iPhone, but not on iPad

The Passwords apps on my iPhone and Mac are not totally synced with my iPads. The total number of passwords on my iPhone and Mac is 237, but both my iPads show 219. But more importantly, my shared Family Group shows up on the iPhone and Mac, but not on either iPad.

They're all on the same WiFi network. Anyone have any idea why this is happening and how I can get them all showing the same thing?
