Apple Mail unable to send from some accounts
I am unable to send email from one of my accounts in Apple Mail app on my iPhone and iPad. If I delete an account and reinstall it, do I lose all my messages and contacts?

Yes when you delete the account it removes everything from the phone, but when you sign back into your account it syncs everything back, assuming you're using an IMAP and not pop3 account.

Why would you be creating a new account?
If you didn't change the password, then you would use the same credential to add the account back.
