How can I recover my lost Notes on my iPhone 15 Pro?

Then I proceeded to try access the local storage on my phone through a computer no luck there either I then proceeded to go through iCloud but obviously the notes wasn’t there as I hadn’t enabled iCloud through the years of having it turned off it all started after I enable cloud sync so I could have a copy in case this happens. Then maybe you were syncing to your mail account if icloud wasn't enabled.

What do you mean connected to your mail account, did you remove the account?

Next step if you were truly syncing to your mail account is to contact your email provider or look at their help site

Sorry at this point your notes are gone, since you didn't sync to icloud/mail account or have a backup.
