Inconsistent photo dates when transferring from iPhone 15 to iMac Download folder

Why when I download my iPhone 15 photos to the Download folder on my iMac do they sometimes show up as the date they were added instead of the date created. I have Date Created in my finder but it shows date transferred.

This does not happen all the time. Even when I look at Info of individual photos it shows the date added not the date created.
