I copied all my photos from my iPhone to my Mac book than I delete them from my iPhone now whenever I tried to open a video I can't is there a way that I can fix this and restore all my photos and videos also the total of my photos around 9k now they are 4k

If you deleted the pictures in Recently Deleted, then they are gone from the iPhone.
How did you copy your pictures to the Mac? Did you use iCloud to synchronize them? Or did you use a USB cable? Did you use Finder? or the app Image Capture? or something else?
We always try to warn people not to erase their source pictures before they're absolutely sure they have good copies. Even then, it's always best to make sure to keep at least two copies of every picture. That's because we've all had this experience.
Are you using iCloud photo library?
If so, when you delete something from one place, it will delete it everywhere.
