iCloud Photos Storage Mismatch

Selecting all the photos in the Photos app library on my Air (on Sequoia) and getting info shows a total of roughly 39GB, combine with a hidden album my library total is just shy of 40GB. Over a week ago I deleted over a 1000 pictures and videos from the library and then cleared out the 'recently deleted' album. iCloud showed 60/200GB just for my photos before deleting everything BUT still shows 60/200GB used for my photos after.


I wanted to drop down to the 50GB storage tier, but I'm using as much data after I deleted as I did before. Why is there a discrepancy between total file size in the Photos app and iCloud usage? I've already restarted every device that touches iCloud Photos. Plus, I turned off and back on saving photos in the "Saved to iCloud" settings menu.


'Optimize storage' was initially turned on, local storage used for Photos was just about 2.3GB. As a test I enabled downloading full size images to my computer, local storage for Photos is now 67.22GB. Larger than anything else!!


The number of photos and videos is the same in both the Photos app and what iCloud says is saved.
