Music plays on Mac but not on iPhone

I can play a song from my iTunes library when I use my Mac but when I go to play it on my iPhone I get the "this song is not available in your country/region" message. Why is this happening? I don't want to subscribe to Apple Music. Is anyone else having this problem?
