I’m using iPhone 7 iOS 15.8.4 128gb. My phone storage was almost full with 26k photos & videos. Yesterday morning when i start my phone it ask me to log in and then I lost all the photos, videos from my phone. Around 15-20 minutes later i have got 1200 photos back on my phone gallery. But I still did not get rest of the photos.

When you say you were asked to "log in" and did so, do you mean sign into your Apple Account?
Was the phone using iCloud Photos before the problem started? Is it using iCloud Photos now?
If the answer to either question is yes, how many photos and videos do you see at iCloud.com? Closer to 1200 or to 26K?
One possible explanation for what you saw would be if most of the 26K items on your phone had been cable-synced from a Mac (or PC) using iTunes or Finder at some point in the past but never made it to iCloud, then you enabled iCloud Photos on the phone. Since the two syncing mechanism are incompatible, enabling iCloud Photos would wipe out the cable-synced items (after a warning) and download only the items in iCloud Photos. Does this match your answers to the questions above?
If my "possible explanation" is the right cause of the disappearance, you should be able to get those photos from the Mac (or PC) from which they were originally cable-synced. Do you still have that computer? Does it still have those photos?
Is there any way to get back those photos?
