Unable to download apps even after adding cards to my Apple Account

I have 2 different cards on my phone that both have money in them and are fully functional. For some reason, when I tried to get a free app today, apple suddenly decides my payment methods aren’t valid. I’m not even paying for anything and both the cards work. I literally bought something five minutes ago. I don’t know what is going on but I have no other cards and it isn’t letting me just add a paypal account either so I am very very frustrated.

Had you previously had a purchase or subscription that failed to process due to lack of funds on your current payment methods? If that was the case, Apple will no longer use that payment method since it had failed previously and deems it invalid. The only solution to that is to add a different payment method. For the trouble you have adding your PayPal account, make sure it is supported in your region and also let us know if you see an error message when attempting to add it.
