Internet Recovery is available to July 20, 2011 Macs and later without any question.

If you are still using an older Mac, it is entirely possible the internet recovery functionality of the firmware update may no longer be working properly either due to unavailability of files, or network issues.

Even with that, many have found if their computer is not set for the data of time the OS was available normally, that the internet recovery or recovery file has the wrong certificates.
