Whenever I long press and app it doesn’t show the “require Face ID” option and this happens for all apps in my phone
and in the App Library I can’t see the hidden apps folder

The symptoms you are experiencing point to that otherwise. There also aren’t any other settings that prevent hiding or locking apps. Confirm your account age is set correctly.
Are you under 13? If so, children cannot hide or lock apps.
