search bar where exactly...Finder, browser, Spotlight, some third party app, all apps???? Very hard to speculate here.
does the "blue frame box" present itself in any other situation— beside your "search bar" ?

Please download and run Etrecheck. The free version is sufficient.
Copy and paste the results into your reply. Copy the report
and after clicking on the Reply button use the Additional Text button to paste the report in your reply.
Check Etrecheck's Privacy settings and make sure the checkbox for full disk access before running:

I will definitely post some screenshots if it happens again. The computer is only a few months old, and I have no apps installed on the Mac 24 other than what came with it. also, when this occurs, typing letters goes from right to left the spacer bar is in operable and must use the directional buttons to enter text. It happens randomly so if it occurs again, I’ll try to grab screenshots

Sometimes it has popped up in different areas. Also I constantly get a skip to main content pop-up box. Left top corner when using online sites. The blue highlighted outline box pops up around the search bar and randomly on the screen when using text typing in Safari, Mail, Google Chrome
