iOS Pages is ignoring my external keyboard's layout

I've been using an external keyboard (a ProtoArc) to do some writing in Pages on my iPhone. I type in the Dvorak keyboard layout. Previously, this was working just fine, for me. But today, anytime I type in Pages with my external keyboard, it types in QWERTY. When I type in other applications, it types in Dvorak. I've checked my settings. I turned my phone off and on again. I told my phone to forget the keyboard, and re-paired it. I also checked that Full Keyboard Access was off. Nothing seems to work.
