No. Get any inexpensive wired keyboard and mouse. You may need in the future anyway if a recovery is required.

The way a Mac bluetooth works is that it is not connected until it sees a working OS booted. Perhaps there is some design that could do that but Apple has not made that possible as of now.

well a shortcut require a keyboard, if the keyboards means of communication is bluetooth and bluetooth on the computer is not enabled then means of communicating said shortcut to the keyboard is absent.

if I were you then I would purchase a cheap USB keyboard and mouse in a supermarket and use that to get in and reenable Bluetooth and get your normal keyboard and mouse up and running and then put the mouse and keyboard and mouse in a cupboard to if you ever need them again to perform the same task, or borrow a set from a relative, friend, acquaintance or well wisher.
