If the Touch Bar Control Strip on your MacBook Pro is not working, the first step is to verify your keyboard settings. Ensure that the "Show Control Strip" option is enabled and that the Touch Bar is set to display "App Controls". If the issue persists, restarting your MacBook Pro, force-quitting the Touch Bar process and your applications can help resolve the problem. 

Mine is the same way! These setting you speak of are not there! Its been that way sense the last update! No settings for Touch Bar!
