I've never gone to this link before, but I just did when I read razmee209's reply. It looks like my notes data were saved less than a half-hour ago-- there's a new note I had just made, though the new smart folder had not been added, yet. I'm pretty impressed…

Then you weren't syncing your notes to the icloud if it "doesn't work" perhaps you were syncing to your mail account, reach out to your mail provider on how to recover notes.
