Apple Mail Junk Filtering Not Working Properly

I subscribe to a weekly email newsletter (Larry Jordan), and for the past few months at least, that email keeps getting moved to my Junk folder. I've added the email address to my contacts and even made it a VIP recently. I've also dragged the email into my Inbox or used the "Move to Inbox" button to move it. Any and all of these should "train" Mail to not treat it as Junk. But it's STILL going into the Junk folder every week. This is the only email address that I've added to my contacts to prevent it from going to Junk that won't work. Every other time if I use this method, any future emails from that address properly go to my Inbox. I really never use the VIP function (I think this is the only one I have actually). What am I missing here?
