iPad won’t send messages, buttons unresponsive, and not charging with Anker

I tried sending a message to a contact in my contact list but the send arrow was grayed out. I asked Siri to send the message which Siri did but then got a Not Delivered red exclamation point

I signed in, I checked WiFi, can't find anything else grayed out in Settings.

I tried to reset iPad but neither the volume nor the home button reacted.

what can I do?

I tried to recharge the iPad today using an Anker charger which failed to charge.
