If you wish your secondary iPad to remain fully independent of your primary iPad (and iPhone/Mac if applicable), you might choose to set-up the secondary iPad with an entirely different Apple Account (previously known as an AppleID).  If you choose this option, none of you data (including Passwords) Apple services or purchased Apps will be shared between devices.  You can, however, Apple Family Sharing to selectively share purchased Apps and subscribed Apple services with other Apple Accounts should you choose to do so.
By contrast, if your choose to set-up your secondary iPad with the same Apple Account - but to avoid duplicating the setup of your primary iPad do not use QuickStart or restore an existing backup to the new iPad during the setup process - all of your existing data stored in iCloud will be available to the new iPad.  You can then be selective, via your iPad's settings, as to the data that you wish to automatically synchronise between devices via iCloud:
Settings > [Your Name / Apple Account] > iCloud - enable Apps and services that you wish to synchronise via iCloud
As for Apps, you choose the Apps that you wish to install on your iPad.  If you wish to have a different set of Apps on each iPad, ensure that your iPad's are not configured to automatically install Apps:
Settings > Apps > AppStore > [Automatic Downloads] App Downloads - set to OFF
In summary, whether or not you use the same or different Apple Account to set-up your new iPad will be largely  determined by an understanding of how (or what) you intend to share data and services, if any, between your devices.  If you wish them to be fully independent, use a different Apple Account.
Be aware that purchased Apps are permanently associated with the Apple Account that was used to purchase them.  When using the same Apple Account with devices, purchased Apps and service subscriptions are shared between devices.  If using different Apple Accounts, Apps and subscribed services are not shared unless you set-up Apple Family Sharing.
