How bad, below 80%? If so, you need to have the battery replaced at your nearest Apple Store’s Genius Bar or Apple Authorized Service Provider. A significantly degraded battery can have all sorts of abnormal symptoms. You’re welcome.
The screen digitizer is starting to fail on your SE2. Not a surprise at this point. Things are only going to get worse.
Make an appointment at the Apple Store or take the phone to an authorized Apple service shop to confirm and get the screen replaced.

Likely about $150 to fix things, but how long has it been since you replaced the battery? Unless you have had it replaced in the last few years, it is likely long overdue for a replacement, so add another $75 or so.
All things considered, the money might be better spent on a new phone. Your call on that.
Go to Settings > Battery > Battery Health and Charging. What does the percent say?
