good day, everytime the message appears on the screen iMessage and FaceTime may take a money for that and it gave me an opportunity to turn it on it turn off, nothing help. Clicked both and it soooooo annoying, it appears about every 5 minutes, nothing helps

Wondering if I am understanding your post correctly:
Seems you are getting an unwanted message that may cost money,.
The message appears on the FaceTime and Message screen.
If you do not know already:
You may need to find out where the message is coming from.
Then we may be able to help to change or fix the situation,
Eg: Maybe there's a charge due to someone if you are using Apple Cash to receive and send money. ...
Maybe it is a scam message ... and if so, perhaps you can block the sender.
No matter how much we'd like to help, we can not guess from the info. we have here.
