Data backup position when enable icloud+ with family members in different country(USA and China)?

I and my parents are living in different countries(USA and China).

The Organizer(one of my parents) is living in China, and I am living in USA.

When I share my iCloud+ with my family members(already shared), where the data will be stored at(China or USA, or separately)?
Is Advanced Data Protection able to be turned on in this case?

Hello as I live not in the USA or russia it seems to be impossible te upgrade my family storage plan. So I am looking for a way to make a daily backup of my iPhones, watches, iPads to a linux computer. Running into an issue with my iCloud storage of 200gb being full (family storage). So I tried upgrading it to the 2tb versions. However apple told me I can't as I live in Holland. So i need to stop break devices as backups will be old and incomplete. Apple offered Options are move to the USA or Russia there I can upgrade. So I am looking for a way to have my backup server (linux) connect to my phone on a daily basis and make a full backup to my linux server. Anyone have a way of doing that ?
