That message usually means the country or region the iPhone is set to is not supported for Apple Pay.

Many prepaid debit cards don’t work in Apple Pay. Have you called the phone number on the back of the card and verified the issuer supports Apple Wallet and Apple Pay?
Physical location is not important.
What country is the iPhone set to in Settings ➜ General ➜ Language & Region ➜ Region?
Checked... it was set to India.. changed it to UAE... now able to add... Thanks for the support
I bought mine in a different country and I live in a different one ( Apple Pay is supported here) I set everything to the region I’m in and added the debit card to my wallet but it doesn’t work when I want to pay. Note it used to work on my previous phone which I bought in the country I live in maybe that’s the issue?
not actually... i live in the UAE... Apply pay works here.... just that it's not working for me
