Apple Music playlist won’t play without wifi or cellular data

I recently noticed on my iPad a created Playlist will request to turn on WiFi or cellular data when in airplane mode. There is no issue playing songs I select individually, albums or the song list. Only the Playlist requests wifi. Same with my current iPhone.

My older iPhone 6 has no issues with this and will play a created playlist without internet. A bug They will fix? Or is there another way to get this to work. I have a large variety of music genres.
