My kids are unable to use Apple Cash for purchase

I have created an apple cash for my 13 year old kids. I have added them to the apple cash family. I have set up their apple cash settings to allow them to send money to everyone, receive money from everyone. Sent they specific money, sent them more money. Able to see their balances however they are unable to make purchases at a vending machine or starbucks?
