How do I prevent iCloud from prompting to sync my entire PC files on Windows?

I don't want to back up my entire pc files to icloud because, I already do this with onedrive and don't want to incur any additional charges for storage of data.

Prevent specific files from being store in iCloud Is there a way to prevent file X from being stored in iCloud? It's fine to be backed up there, but without internet, I cannot access it. Other responses to this question in "Community" directed askers to instructions for turning syncing for the entire Desktop or Documents folders on or off. This is not a solution to the problem, as I want my Documents in the cloud, I just don't want a particular folder residing only in the cloud.
