How do I add a library in safe mode because I would like to clean it out to the trash when fixing an issue like having something in my trash that will not delete, I ran safe mode the issue is there is when in not in safe mode, There is a file with says Caches that will not delete.
Any help would be a great help.

How did you get folder to the trash in the first place?
You should probably not be deleting stuff from under the Library folder using Finder.
Furthermore:
1) You'd use the Go menu exactly the same way, whether in Safe Mode or not;
2) How would opening the Library folder in Safe Mode help in emptying the trash?
