You absolutely cannot contact the original owner by any information from the device. The would be a huge security/privacy failure. Your only hope is to contact the person that sold you the phone. If that seller is no longer available, they probably sold you a stolen phone and you now have a brick and a valuable life lesson learned.

P.S. The original owner can still track the phone, so they know exactly where it is. What you have now is a personal tracking device that monitors your location and the owner can see the movements of the phone.

It really cannot be more clear than that. The owner of the device is always in control and you have no ability to negotiate. They know where the phone is and they also know that you cannot use it. They can choose to do whatever they want.

Unlikely and it doesn't work like that. First off, it's likely not locked to the person that sold it to you. Second, you will not be able to get a hold of the person's contact information it's locked to.
