How do I choose between refurbished iPad and MacBook Air for vision issues?

I have double eye turn, and wear glasses, my current laptop is failing to update, so I want something easy to move around the house, look up websites for shopping or reading. My current HP 15" (actual screen is 13.5) but with the browser toolbar, title, window frame, and then websites that have large top frames and bottom frames, I end up with only maybe 3 inches high of readable space, and with ads and photos for shopping, it is impossible to do any of these functions.

What would be my best remedy, without spending a ton of money, since it'll likely need replaced every 2-3 years?
