Unable to access iCloud downloads after a file error

I placed 6GB video in one of my iCloud folders. Then I tried downloading it to my iPad. It was making progress when suddenly my access to iCloud froze (many hours ago). Now I can’t access the iCloud from either iPad or iPhone (the wheel keeps spinning). If I minimize and come back to the window I can eventually see the root files and folders but none will open. In “recents” tab, this file shows as downloading with a spinning circle next to it but it’s obviously stuck… How can I solve this? Happy to delete the file and revert to prior status but nothing seems to work. Thanks!
