Why are my emails stuck in outbox on iPhone 13?

I bought a new iPhone 13 and have not been able to send emails as they get stuck in outbox. Apple says it’s an internet problem and internet provider says it’s an iPhone/apple issue. It is definitely an apple issue specific to this phone as this doesn’t happen with any of my other apple devices, including the 8 and 11 phones which I have to use to send emails as. iPhone 13 gets stuck in outbox every time and will not send regardless of what I try. WHY????? Apple please fix.

You talk to Apple and your email provider and they didn't give you any troubleshooting tips.

You resolve the issue by deleting and re-adding your mail account.

Yup done this several times. Nothing has worked. Sounds like a lot of people have had this problem. My iPhone 8, 13 and iPad are all on the same internet, along with my new MacBook. Everything works except for 13. In fact the only difference I see is that the 8 and 11 don’t seem to even have an outbox in my mailbox app. Again why????? This has been going on since I bought my phone in February. It’s extremely frustrating.

So were not going back and forth, why not state what other troubleshooting steps have been done.

I have spoken to both Apple support and internet service and they had me do a number of things, such as updating, Deleting, reinstalling and making changes, undoing changes and on and on with no luck. I’m not a techy and don’t claim to be but first followed the directions several times from the Apple support help guides. I don’t know what else to tell you. I didn’t write down every step I was asked to do. All I know is that both services claim it’s a problem with the other, so why do all my other devices work. ????
