Missing the instrumental slot on instrumental Track

Very odd!

What happens if you make a new empty project and load that software instrument?

What happens if you start a new empty project and import the offending track via File > Import > Logic Projects?

Could you please confirm which version of Logic and macOS you are using

It definitely looks like a Software Instrument Track. I would report this for sure:

Make sure to notify Apple right away... this could be extremely valuable. It's the most effective method to catch the attention of the Logic Pro team.

I hope this is a one time bug. I have personally never seen this.

Make sure Input/Instrument is ticked

Is this really a software instrument track/channel strip?

The original screenshot shows many other Software Instrument tracks: is the Instrument slot visible on other tracks?

Perhaps post a screenshot of the mixer?
