iCloud Shared Album Download Missing Files

I am trying to download a copy of all the photos in a shared iCloud album to my PC. I can select all the images and videos from the album and click download, but upon completion, the downloaded copy is missing 276 photos out of 5000 total. If Windows and Apple sorted the same way, I would just manually go through and figure out which ones were missing, but they are all in slightly different orders. Additionally, knowing how to remedy this issue for future use would be helpful.

Note: By the end of the download, the iCloud page continues to show the loading icon, despite having completed the download process. Initially, I suspected that it may be getting stuck at some point in the download, but after briefly skimming the original and downloaded versions, they both start and end with the same groups of photos, so I don't believe it is an issue with the tab freezing.
